The Financial Conduct Authority (FCA) is pleased to invite expressions of interest (EOI) to participate in preliminary market consultations, in accordance with Regulation 40 of The Public Contracts Regulations 2015. The FCA are seeking supplier expertise and knowledge to refine requirements for the provision of a Sourcing, Category and Supplier Management Solution. The envisaged end to end solution is expected to have, but not limited to, the following functionality: Pre-market engagement, Market Research, Strategic Sourcing, Contract Award, Contract Management, Supplier Management and Governance. This engagement will comprise of a formal Request for Information (RFI) which will run for 6 weeks commencing 2 December 2020. Supplier responses are to be submitted by 12:00 (midday) 11 January 2021 via Delta. Further details are provided on the FCA’s esourcing portal; Delta. Suppliers are required to register their interest to access the RFI documentation.

II.2.4) Description of the procurement:
The FCA aims to implement a new configurable Sourcing, Category and Supplier Management Solution that will enable efficient and effective governance of the end to end procurement lifecycle and supplier management. Current administration of the procurement function is highly manual and we are therefore seeking a solution to enable greater automation and to boost the capability and maturity of the procurement team and of Supplier Managers across the FCA. The RFI will be used to generate and refine the following solution requirements: Tendering, Contracts Management, Supplier Management, System Interoperability / Integration. It is intended the information generated from this RFI engagement will be used by the FCA to inform a future PCR 2015 compliant procurement process.

Engagement in this RFI will not hinder or influence the ability to participate in, or the evaluation of any future PCR 2015 process that may follow. The FCA reserves the right to vary/ terminate this RFI without notice. The FCA will not reimburse any costs incurred by suppliers in connection with their participation in this RFI. This RFI will be used for information gathering purposes only.
