2. Other justification for the award of the contract without prior publication of a call for competition in the Official Journal of the European Union

3. Explanation

Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union is
lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive: (500 words maximum)
The FCA had an existing event production contract in place which was due to expire on 1st November 2021 however we have been waiting for the new Crown Commercial Service communications agreements to be put in place in order to utilise a compliant and competitive route to market.
The new CCS arrangements were launched in September 2021 however this did not leave sufficient time to run an appropriate tender exercise before the FCA's existing contract expired.

We have a new procurement planned but with the Annual Public Meeting (which is a critical event that needs to be planned months in advance) and the need for continuity and planning before a tender can be completed we need to extend the existing contract. The FCA is utilising Reg 72 b for this extension.

The re-tender exercise will be conducted in line with the relevant directives.
