The first two waves of the survey, conducted in 2016/7 and 2019/20, were undertaken using a combination of online and in-home interviewing. The aim of the in-home survey was to ensure those offline or in some way digitally excluded were represented in the survey. The Covid pandemic necessitated a change in survey methodology in 2022, with large-scale in-home interviewing not possible. The in-home survey was replaced with a telephone survey.

VII.2) Information about modifications

VII.2.1) Description of the modifications:
The first 2 waves of the survey, conducted in 2016/7 and 2019/20, were undertaken using a combination of online and in-home interviewing, to ensure those offline or in some way digitally excluded were represented in the survey. The Covid pandemic necessitated a change in survey methodology in 2022, with large-scale in-home interviewing not possible. The in-home survey was replaced with a telephone survey. Direct costs have also increased e.g. postage of the invitation letters for the survey.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The Covid pandemic necessitated a change in survey methodology in 2022, with large-scale in-home interviewing not possible. For this reason Wave 3, and now Wave 4, of the Financial Lives survey will follow a different methodology to preceding waves and the in-home survey will be replaced with a telephone survey. There are a number of benefits associated with one supplier conducting both pieces of fieldwork in terms of sampling, weighting, data merging, costs and timescales.
