   VII.2.1) Description of the modifications:
    As part of the Financial Lives Programme the FCA would like to run a recontact survey which will involve going back to Wave 3 respondents in order to obtain key metrics a year on.

         Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU)
   
   Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
    The Lot 3 Supplier has technical knowledge and expertise specifically related to the Financial Lives programme, for example, in terms of the survey programming, data processing, weighting, and tracking, such that they have the ability to conduct the recontact survey. For these reasons, the supplier is likely to need less input from the FCA and already has the technical "know-how" and processes in place to deliver the work more cost effectively than another supplier.
