   II.2.4) Description of the procurement at the time of conclusion of the contract:
    The Financial Conduct Authority (FCA), in conjunction with the Bank of England and the Prudential Regulation Authority, have established a framework agreement for suppliers to provide skilled person reports. The framework is owned and managed by the FCA with provision for it to be used by the Bank of England and the Prudential Regulation Authority.

         Duration in months: 48             
      Directive 2014/24/EU - In the case of framework agreements, provide justification for any duration exceeding 4 years:
      The original framework is due to expire on the 31 March 2021. The FCA had planned to retender such that the new iteration would commence on the 1 April 2021, however, due to the current climate as a result of COVID-19, it would be imprudent to tender for these critical services. Therefore the FCA have extended this framework for 1 more year under Regulation 72(1)(c) as this was unforeseen.

VII.2) Information about modifications

   VII.2.1) Description of the modifications:
    There is no change to the scope of the skilled person reporting services required, it is merely that the Skilled Persons’ Reporting Framework (TEN-16-061) and Skilled Persons' Cyber Panel Framework (TEN-17-018) will both be extended for a further 12 months.    
   
   VII.2.2) Reasons for modification:
         Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
   
   Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
    The original framework is due to expire on the 02nd April 2021. The FCA had planned to retender such that the new iteration would commence on the 03rd April 2021, however, due to the current climate as a result of COVID-19, it would be imprudent to tender for these critical services. Therefore the FCA have extended this framework for 1 more year under Regulation 72(1)(c) as this was unforeseen.
