    Financial Lives Survey Lot 1. The survey is biennial, with the work required to plan, run and report the survey lasting 2 years. This contract covers Waves 2 and 3 with an option to extend to Wave 4. The Lot 1 Supplier is required to programme and host the survey, including a full pilot, and provide the survey data cleaned and with weights appended, ready for producing data tables.

    The first two waves of the survey, conducted in 2016/7 and 2019/20, were undertaken using a combination of online and in-home interviewing. The aim of the in-home survey was to ensure those offline or in some way digitally excluded were represented in the survey.
The Covid pandemic has necessitated a change in survey methodology, with large-scale in-home interviewing still unlikely. The in-home survey will be replaced with a telephone survey.

VII.2) Information about modifications

   VII.2.1) Description of the modifications:

   Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
    The Covid pandemic has necessitated a change in survey methodology, with large-scale in-home interviewing still unlikely. For this reason Wave 3 of the Financial Lives survey will follow a different methodology to preceding waves and the in-home survey will be replaced with a telephone survey. There are a number of benefits associated with one supplier conducting both pieces of fieldwork in terms of sampling, weighting, data merging, costs and timescales.
